國家綜合立體交通網規劃綱要

為加快建設交通強國,構建現代化高質量國家綜合立體交通網,支撐現代化經濟體系和社會主義現代化強國建設,編制本規劃綱要。規劃期為2021至2035年,遠景展望到本世紀中葉。


一、規劃基礎


(一)發展現狀

(二)形勢要求

國(guo)(guo)內國(guo)(guo)際(ji)(ji)新形勢對(dui)加(jia)快建設(she)(she)交(jiao)通(tong)(tong)(tong)強國(guo)(guo)、構建現代化高質量(liang)國(guo)(guo)家綜合立體交(jiao)通(tong)(tong)(tong)網(wang)提(ti)出(chu)了新的更(geng)(geng)高要(yao)求,必須更(geng)(geng)加(jia)突(tu)出(chu)創(chuang)(chuang)新的核心地位,注(zhu)重交(jiao)通(tong)(tong)(tong)運輸創(chuang)(chuang)新驅動(dong)和(he)智(zhi)慧發(fa)(fa)(fa)展(zhan);更(geng)(geng)加(jia)突(tu)出(chu)統籌協調,注(zhu)重各種運輸方(fang)式融合發(fa)(fa)(fa)展(zhan)和(he)城鄉區域交(jiao)通(tong)(tong)(tong)運輸協調發(fa)(fa)(fa)展(zhan);更(geng)(geng)加(jia)突(tu)出(chu)綠色發(fa)(fa)(fa)展(zhan),注(zhu)重國(guo)(guo)土空間開發(fa)(fa)(fa)和(he)生態環(huan)境保護;更(geng)(geng)加(jia)突(tu)出(chu)高水平(ping)對(dui)外開放,注(zhu)重對(dui)外互(hu)聯互(hu)通(tong)(tong)(tong)和(he)國(guo)(guo)際(ji)(ji)供(gong)應鏈開放、安(an)全(quan)、穩定(ding);更(geng)(geng)加(jia)突(tu)出(chu)共(gong)享發(fa)(fa)(fa)展(zhan),注(zhu)重建設(she)(she)人民滿(man)意交(jiao)通(tong)(tong)(tong),滿(man)足(zu)人民日益(yi)增長的美好(hao)生活(huo)需要(yao)。要(yao)著(zhu)力推動(dong)交(jiao)通(tong)(tong)(tong)運輸更(geng)(geng)高質量(liang)、更(geng)(geng)有效率、更(geng)(geng)加(jia)公平(ping)、更(geng)(geng)可持續(xu)、更(geng)(geng)為安(an)全(quan)的發(fa)(fa)(fa)展(zhan),發(fa)(fa)(fa)揮交(jiao)通(tong)(tong)(tong)運輸在國(guo)(guo)民經濟擴大循環(huan)規模、提(ti)高循環(huan)效率、增強循環(huan)動(dong)能、降低(di)循環(huan)成(cheng)本、保障循環(huan)安(an)全(quan)中的重要(yao)作用(yong),為全(quan)面(mian)建設(she)(she)社會(hui)主義現代化國(guo)(guo)家提(ti)供(gong)有力支撐。


(三)運輸需求

旅(lv)(lv)客(ke)出行(xing)(xing)需(xu)(xu)求(qiu)穩步增(zeng)(zeng)(zeng)長,高(gao)品質、多樣化、個(ge)性化的需(xu)(xu)求(qiu)不斷增(zeng)(zeng)(zeng)強。預計2021至2035年(nian)旅(lv)(lv)客(ke)出行(xing)(xing)量(liang)(含小汽車出行(xing)(xing)量(liang))年(nian)均增(zeng)(zeng)(zeng)速為3.2%左右。高(gao)鐵、民航、小汽車出行(xing)(xing)占比不斷提升,國際旅(lv)(lv)客(ke)出行(xing)(xing)以及(ji)城市(shi)群旅(lv)(lv)客(ke)出行(xing)(xing)需(xu)(xu)求(qiu)更加旺盛。東部地區(qu)(qu)仍將是(shi)我國出行(xing)(xing)需(xu)(xu)求(qiu)最為集(ji)中的區(qu)(qu)域,中西部地區(qu)(qu)出行(xing)(xing)需(xu)(xu)求(qiu)增(zeng)(zeng)(zeng)速加快。


貨物(wu)(wu)運(yun)輸需(xu)求穩中有升,高(gao)價值、小批量、時效強(qiang)的需(xu)求快(kuai)(kuai)速(su)攀升。預計2021至2035年全社會貨運(yun)量年均增(zeng)(zeng)速(su)為2%左右,郵政快(kuai)(kuai)遞業務量年均增(zeng)(zeng)速(su)為6.3%左右。外貿貨物(wu)(wu)運(yun)輸保(bao)(bao)持長期增(zeng)(zeng)長態(tai)勢,大宗散貨運(yun)量未來一段時期保(bao)(bao)持高(gao)位運(yun)行狀態(tai)。東(dong)部(bu)(bu)地區貨運(yun)需(xu)求仍保(bao)(bao)持較大規模(mo),中西部(bu)(bu)地區增(zeng)(zeng)速(su)將快(kuai)(kuai)于東(dong)部(bu)(bu)地區。


二、總體要求


(一)指導思想

(二)工作原則

到本世紀中葉,全(quan)面建成現(xian)(xian)代(dai)化(hua)高(gao)質量國家綜合立體(ti)交通(tong)網,擁(yong)有世界一流(liu)(liu)的交通(tong)基礎(chu)設施體(ti)系,交通(tong)運輸供需有效(xiao)平(ping)衡、服務(wu)優質均等、安全(quan)有力保障。新技術廣泛應用,實現(xian)(xian)數字(zi)化(hua)、網絡(luo)化(hua)、智能化(hua)、綠色化(hua)。出行安全(quan)便捷舒(shu)適,物流(liu)(liu)高(gao)效(xiao)經濟可靠,實現(xian)(xian)“人享其(qi)行、物優其(qi)流(liu)(liu)”,全(quan)面建成交通(tong)強國,為全(quan)面建成社(she)會(hui)主義現(xian)(xian)代(dai)化(hua)強國當好(hao)先行。


三、優化國家綜合立體交通布局


(一)構建完善的國家綜合立體交通網

國(guo)家(jia)綜(zong)合立(li)體(ti)交通(tong)網(wang)連(lian)接全國(guo)所有縣(xian)級及以(yi)(yi)上行政區、邊(bian)境(jing)口岸、國(guo)防設施、主(zhu)要景區等。以(yi)(yi)統籌(chou)融合為(wei)導向(xiang),著力(li)補短板、重銜接、優網(wang)絡、提效(xiao)能,更加注重存量(liang)(liang)資源優化利用和增(zeng)量(liang)(liang)供給質量(liang)(liang)提升。完善(shan)鐵路(lu)、公(gong)路(lu)、水運、民(min)航(hang)、郵政快遞等基礎(chu)設施網(wang)絡,構建以(yi)(yi)鐵路(lu)為(wei)主(zhu)干,以(yi)(yi)公(gong)路(lu)為(wei)基礎(chu),水運、民(min)航(hang)比較(jiao)優勢充分發揮的國(guo)家(jia)綜(zong)合立(li)體(ti)交通(tong)網(wang)。


到2035年,國家綜合立體交通網實體線網總規(gui)模(mo)合計70萬公(gong)里(li)(li)左右(you)(you)(不含國際陸路通道境(jing)外段、空(kong)中(zhong)及(ji)海上航(hang)路、郵路里(li)(li)程)。其(qi)中(zhong)鐵路20萬公(gong)里(li)(li)左右(you)(you),公(gong)路46萬公(gong)里(li)(li)左右(you)(you),高等級航(hang)道2.5萬公(gong)里(li)(li)左右(you)(you)。沿海主要港口(kou)27個(ge),內河主要港口(kou)36個(ge),民用運(yun)輸機場400個(ge)左右(you)(you),郵政(zheng)快(kuai)遞樞(shu)紐80個(ge)左右(you)(you)。(見專欄二)


(二)加快建設高效率國家綜合立體交通網主骨架

國(guo)(guo)(guo)家綜合立體交通網主(zhu)骨架由國(guo)(guo)(guo)家綜合立體交通網中最(zui)為關鍵(jian)的(de)線(xian)網構成,是(shi)我國(guo)(guo)(guo)區(qu)域間(jian)、城市群間(jian)、省際(ji)間(jian)以(yi)及連通國(guo)(guo)(guo)際(ji)運輸(shu)的(de)主(zhu)動脈,是(shi)支撐(cheng)國(guo)(guo)(guo)土空(kong)間(jian)開發保(bao)護(hu)的(de)主(zhu)軸線(xian),也是(shi)各種運輸(shu)方式資(zi)源配置(zhi)效率(lv)最(zui)高、運輸(shu)強(qiang)度(du)最(zui)大的(de)骨干網絡。


依據國(guo)家區(qu)(qu)(qu)域發(fa)(fa)展戰略和(he)國(guo)土空(kong)間(jian)(jian)開發(fa)(fa)保護(hu)格局,結合(he)(he)未來交(jiao)(jiao)通(tong)(tong)(tong)運輸(shu)發(fa)(fa)展和(he)空(kong)間(jian)(jian)分(fen)布特(te)點,將重點區(qu)(qu)(qu)域按(an)照交(jiao)(jiao)通(tong)(tong)(tong)運輸(shu)需求量級(ji)劃分(fen)為3類。京津冀、長三角、粵港澳大灣區(qu)(qu)(qu)和(he)成(cheng)渝地區(qu)(qu)(qu)雙城經(jing)濟圈4個(ge)地區(qu)(qu)(qu)作(zuo)為極,長江中(zhong)游、山東半島(dao)、海峽西(xi)(xi)(xi)岸、中(zhong)原(yuan)地區(qu)(qu)(qu)、哈長、遼中(zhong)南、北部灣和(he)關(guan)中(zhong)平原(yuan)8個(ge)地區(qu)(qu)(qu)作(zuo)為組(zu)(zu)群,呼包鄂榆、黔中(zhong)、滇(dian)中(zhong)、山西(xi)(xi)(xi)中(zhong)部、天山北坡、蘭西(xi)(xi)(xi)、寧(ning)夏沿黃、拉薩和(he)喀什9個(ge)地區(qu)(qu)(qu)作(zuo)為組(zu)(zu)團。按(an)照極、組(zu)(zu)群、組(zu)(zu)團之間(jian)(jian)交(jiao)(jiao)通(tong)(tong)(tong)聯(lian)系強(qiang)度,打造由主(zhu)(zhu)軸、走廊、通(tong)(tong)(tong)道組(zu)(zu)成(cheng)的國(guo)家綜(zong)合(he)(he)立體(ti)交(jiao)(jiao)通(tong)(tong)(tong)網主(zhu)(zhu)骨架(jia)。國(guo)家綜(zong)合(he)(he)立體(ti)交(jiao)(jiao)通(tong)(tong)(tong)網主(zhu)(zhu)骨架(jia)實體(ti)線網里程29萬公(gong)里左(zuo)右,其中(zhong)國(guo)家高速鐵(tie)路5.6萬公(gong)里、普速鐵(tie)路7.1萬公(gong)里;國(guo)家高速公(gong)路6.1萬公(gong)里、普通(tong)(tong)(tong)國(guo)道7.2萬公(gong)里;國(guo)家高等級(ji)航道2.5萬公(gong)里。


加(jia)(jia)快(kuai)構建6條主軸。加(jia)(jia)強京津冀、長三角、粵港(gang)澳大(da)(da)灣區(qu)、成渝(yu)地區(qu)雙(shuang)城經濟圈4極之(zhi)間(jian)聯系,建設綜合性(xing)、多通(tong)(tong)道、立(li)體(ti)(ti)化、大(da)(da)容量(liang)、快(kuai)速化的(de)交(jiao)通(tong)(tong)主軸。拓展4極輻射(she)空(kong)間(jian)和交(jiao)通(tong)(tong)資(zi)源配置能(neng)力,打造我(wo)國(guo)綜合立(li)體(ti)(ti)交(jiao)通(tong)(tong)協同發(fa)展和國(guo)內國(guo)際(ji)交(jiao)通(tong)(tong)銜(xian)接(jie)轉(zhuan)換的(de)關鍵平臺,充分發(fa)揮促(cu)進全(quan)國(guo)區(qu)域發(fa)展南(nan)北互動(dong)、東西交(jiao)融的(de)重(zhong)要作用。


加快構建7條走(zou)廊(lang)(lang)。強化京津冀(ji)、長(chang)三角、粵港澳大灣區、成(cheng)渝地區雙(shuang)城經(jing)濟圈4極(ji)的輻射作用,加強極(ji)與組群和組團之間聯(lian)系,建設京哈、京藏、大陸(lu)(lu)橋、西(xi)部陸(lu)(lu)海、滬昆、成(cheng)渝昆、廣昆等多(duo)方式、多(duo)通道、便捷化的交通走(zou)廊(lang)(lang),優(you)化完善多(duo)中心、網絡化的主骨架結構。


加(jia)快(kuai)構建(jian)8條通(tong)道。強(qiang)化(hua)主軸與走廊之(zhi)間的銜接(jie)協調,加(jia)強(qiang)組(zu)(zu)群與組(zu)(zu)團(tuan)之(zhi)間、組(zu)(zu)團(tuan)與組(zu)(zu)團(tuan)之(zhi)間聯系,加(jia)強(qiang)資源(yuan)產業集聚(ju)地(di)、重要口岸(an)的連接(jie)覆蓋(gai),建(jian)設綏滿、京延、沿邊(bian)(bian)、福銀(yin)、二湛、川藏(zang)、湘桂、廈蓉等交通(tong)通(tong)道,促進內(nei)外連通(tong)、通(tong)邊(bian)(bian)達海,擴大中西(xi)部(bu)和東北地(di)區交通(tong)網絡覆蓋(gai)。(見專欄三(san))


(三)建設多層級一體化國家綜合交通樞紐系統

建(jian)設(she)(she)綜(zong)合(he)(he)交(jiao)(jiao)通樞紐(niu)集群、樞紐(niu)城(cheng)市及(ji)樞紐(niu)港(gang)站“三(san)位一體”的國(guo)家(jia)綜(zong)合(he)(he)交(jiao)(jiao)通樞紐(niu)系統。建(jian)設(she)(she)面(mian)向(xiang)世(shi)界的京(jing)津(jin)冀、長三(san)角、粵港(gang)澳大灣區(qu)、成渝地區(qu)雙城(cheng)經濟(ji)圈4大國(guo)際性綜(zong)合(he)(he)交(jiao)(jiao)通樞紐(niu)集群。加快建(jian)設(she)(she)20個左(zuo)右國(guo)際性綜(zong)合(he)(he)交(jiao)(jiao)通樞紐(niu)城(cheng)市以及(ji)80個左(zuo)右全國(guo)性綜(zong)合(he)(he)交(jiao)(jiao)通樞紐(niu)城(cheng)市。推進一批國(guo)際性樞紐(niu)港(gang)站、全國(guo)性樞紐(niu)港(gang)站建(jian)設(she)(she)。(見專(zhuan)欄四(si))


(四)完善面向全球的運輸網絡

圍繞陸(lu)海內外聯(lian)動(dong)、東西(xi)雙(shuang)向互濟的(de)開放格(ge)局,著力(li)形成功能(neng)完(wan)備、立體互聯(lian)、陸(lu)海空(kong)統籌的(de)運(yun)(yun)輸(shu)(shu)網(wang)(wang)絡。發(fa)展多元化(hua)(hua)(hua)(hua)國(guo)(guo)(guo)(guo)際(ji)(ji)(ji)運(yun)(yun)輸(shu)(shu)通(tong)道(dao)(dao),重(zhong)點打造新(xin)亞(ya)歐大陸(lu)橋(qiao)、中(zhong)蒙俄、中(zhong)國(guo)(guo)(guo)(guo)―中(zhong)亞(ya)―西(xi)亞(ya)、中(zhong)國(guo)(guo)(guo)(guo)―中(zhong)南(nan)(nan)半島(dao)、中(zhong)巴、中(zhong)尼印和孟中(zhong)印緬(mian)等7條(tiao)陸(lu)路國(guo)(guo)(guo)(guo)際(ji)(ji)(ji)運(yun)(yun)輸(shu)(shu)通(tong)道(dao)(dao)。發(fa)展以中(zhong)歐班列為重(zhong)點的(de)國(guo)(guo)(guo)(guo)際(ji)(ji)(ji)貨運(yun)(yun)班列,促進國(guo)(guo)(guo)(guo)際(ji)(ji)(ji)道(dao)(dao)路運(yun)(yun)輸(shu)(shu)便利(li)化(hua)(hua)(hua)(hua)。強化(hua)(hua)(hua)(hua)國(guo)(guo)(guo)(guo)際(ji)(ji)(ji)航(hang)運(yun)(yun)中(zhong)心輻(fu)射能(neng)力(li),完(wan)善經(jing)日韓跨太平洋至美洲(zhou),經(jing)東南(nan)(nan)亞(ya)至大洋洲(zhou),經(jing)東南(nan)(nan)亞(ya)、南(nan)(nan)亞(ya)跨印度洋至歐洲(zhou)和非洲(zhou),跨北冰洋的(de)冰上絲(si)綢(chou)之路等4條(tiao)海上國(guo)(guo)(guo)(guo)際(ji)(ji)(ji)運(yun)(yun)輸(shu)(shu)通(tong)道(dao)(dao),保障原(yuan)油(you)、鐵礦石、糧食、液(ye)化(hua)(hua)(hua)(hua)天然(ran)氣(qi)等國(guo)(guo)(guo)(guo)家重(zhong)點物資國(guo)(guo)(guo)(guo)際(ji)(ji)(ji)運(yun)(yun)輸(shu)(shu),拓展國(guo)(guo)(guo)(guo)際(ji)(ji)(ji)海運(yun)(yun)物流網(wang)(wang)絡,加快發(fa)展郵(you)輪經(jing)濟。依(yi)托國(guo)(guo)(guo)(guo)際(ji)(ji)(ji)航(hang)空(kong)樞紐,構建(jian)(jian)四通(tong)八達、覆蓋全球的(de)空(kong)中(zhong)客貨運(yun)(yun)輸(shu)(shu)網(wang)(wang)絡。建(jian)(jian)設覆蓋五洲(zhou)、連通(tong)全球、互利(li)共贏、協同(tong)高效(xiao)的(de)國(guo)(guo)(guo)(guo)際(ji)(ji)(ji)干線郵(you)路網(wang)(wang)。


四、推進綜合交通統籌融合發展


(一)推進各種運輸方式統籌融合發展

統籌(chou)綜合(he)交通(tong)(tong)通(tong)(tong)道(dao)(dao)規(gui)劃(hua)建設(she)。強化國土空(kong)間規(gui)劃(hua)對基(ji)(ji)礎(chu)設(she)施規(gui)劃(hua)建設(she)的(de)(de)指導(dao)約(yue)束作用(yong)(yong),加(jia)強與相關規(gui)劃(hua)的(de)(de)銜接(jie)協(xie)調。節約(yue)集(ji)約(yue)利(li)用(yong)(yong)通(tong)(tong)道(dao)(dao)線(xian)位資(zi)(zi)(zi)源(yuan)(yuan)、岸線(xian)資(zi)(zi)(zi)源(yuan)(yuan)、土地資(zi)(zi)(zi)源(yuan)(yuan)、空(kong)域資(zi)(zi)(zi)源(yuan)(yuan)、水域資(zi)(zi)(zi)源(yuan)(yuan),促進交通(tong)(tong)通(tong)(tong)道(dao)(dao)由單一向(xiang)綜合(he)、由平面向(xiang)立體發(fa)展,減少對空(kong)間的(de)(de)分割(ge),提(ti)高(gao)國土空(kong)間利(li)用(yong)(yong)效(xiao)率。統籌(chou)考慮多種運(yun)輸(shu)方(fang)(fang)式(shi)規(gui)劃(hua)建設(she)協(xie)同(tong)和新型運(yun)輸(shu)方(fang)(fang)式(shi)探索應用(yong)(yong),實現(xian)陸(lu)水空(kong)多種運(yun)輸(shu)方(fang)(fang)式(shi)相互(hu)協(xie)同(tong)、深度融合(he)。用(yong)(yong)好用(yong)(yong)足既(ji)有交通(tong)(tong)通(tong)(tong)道(dao)(dao),加(jia)強過(guo)江、跨海、穿越環境敏感區通(tong)(tong)道(dao)(dao)基(ji)(ji)礎(chu)設(she)施建設(she)方(fang)(fang)案(an)論證,推動鐵(tie)路(lu)(lu)、公路(lu)(lu)等線(xian)性基(ji)(ji)礎(chu)設(she)施的(de)(de)線(xian)位統籌(chou)和斷面空(kong)間整合(he)。加(jia)強綜合(he)交通(tong)(tong)通(tong)(tong)道(dao)(dao)與通(tong)(tong)信、能源(yuan)(yuan)、水利(li)等基(ji)(ji)礎(chu)設(she)施統籌(chou),提(ti)高(gao)通(tong)(tong)道(dao)(dao)資(zi)(zi)(zi)源(yuan)(yuan)利(li)用(yong)(yong)效(xiao)率。


推進綜合(he)(he)(he)交通樞(shu)紐(niu)(niu)一(yi)(yi)(yi)體化規劃建設(she)。推進綜合(he)(he)(he)交通樞(shu)紐(niu)(niu)及郵(you)政快(kuai)遞樞(shu)紐(niu)(niu)統(tong)(tong)一(yi)(yi)(yi)規劃、統(tong)(tong)一(yi)(yi)(yi)設(she)計、統(tong)(tong)一(yi)(yi)(yi)建設(she)、協同管理。推動(dong)新建綜合(he)(he)(he)客運(yun)(yun)樞(shu)紐(niu)(niu)各種運(yun)(yun)輸方式集(ji)中布局,實現空間共享(xiang)(xiang)、立體或同臺換乘,打造(zao)全(quan)天候、一(yi)(yi)(yi)體化換乘環境。推動(dong)既有綜合(he)(he)(he)客運(yun)(yun)樞(shu)紐(niu)(niu)整(zheng)合(he)(he)(he)交通設(she)施、共享(xiang)(xiang)服務功能(neng)(neng)空間。加快(kuai)綜合(he)(he)(he)貨運(yun)(yun)樞(shu)紐(niu)(niu)多(duo)式聯(lian)運(yun)(yun)換裝設(she)施與(yu)集(ji)疏運(yun)(yun)體系建設(she),統(tong)(tong)籌轉(zhuan)運(yun)(yun)、口岸、保稅、郵(you)政快(kuai)遞等功能(neng)(neng),提(ti)升多(duo)式聯(lian)運(yun)(yun)效率與(yu)物流綜合(he)(he)(he)服務水(shui)平。按(an)照站城一(yi)(yi)(yi)體、產城融合(he)(he)(he)、開放共享(xiang)(xiang)原則,做好樞(shu)紐(niu)(niu)發展空間預留(liu)、用地功能(neng)(neng)管控、開發時(shi)序協調。(見(jian)專欄(lan)五)


推動城(cheng)(cheng)(cheng)市(shi)(shi)內外交(jiao)(jiao)通(tong)(tong)有效(xiao)銜接。推動干線鐵(tie)路(lu)、城(cheng)(cheng)(cheng)際鐵(tie)路(lu)、市(shi)(shi)域(郊)鐵(tie)路(lu)融合建(jian)(jian)設(she),并(bing)做好與城(cheng)(cheng)(cheng)市(shi)(shi)軌道交(jiao)(jiao)通(tong)(tong)銜接協(xie)調,構建(jian)(jian)運營管理(li)和(he)服務“一(yi)張網(wang)”,實現設(she)施(shi)互聯、票制互通(tong)(tong)、安檢互認(ren)、信(xin)息共(gong)享(xiang)、支付兼(jian)容(rong)。加(jia)(jia)強(qiang)城(cheng)(cheng)(cheng)市(shi)(shi)周(zhou)邊區域公(gong)(gong)路(lu)與城(cheng)(cheng)(cheng)市(shi)(shi)道路(lu)高效(xiao)對(dui)(dui)接,系(xi)統(tong)優(you)化(hua)進出城(cheng)(cheng)(cheng)道路(lu)網(wang)絡,推動規劃建(jian)(jian)設(she)統(tong)籌(chou)和(he)管理(li)協(xie)同,減少對(dui)(dui)城(cheng)(cheng)(cheng)市(shi)(shi)的分割和(he)干擾。完(wan)善城(cheng)(cheng)(cheng)市(shi)(shi)物(wu)流配送系(xi)統(tong),加(jia)(jia)強(qiang)城(cheng)(cheng)(cheng)際干線運輸(shu)與城(cheng)(cheng)(cheng)市(shi)(shi)末端配送有機(ji)銜接。加(jia)(jia)強(qiang)鐵(tie)路(lu)、公(gong)(gong)路(lu)客(ke)運樞紐及機(ji)場與城(cheng)(cheng)(cheng)市(shi)(shi)公(gong)(gong)交(jiao)(jiao)網(wang)絡系(xi)統(tong)有機(ji)整(zheng)合,引導城(cheng)(cheng)(cheng)市(shi)(shi)沿大容(rong)量公(gong)(gong)共(gong)交(jiao)(jiao)通(tong)(tong)廊道合理(li)、有序(xu)發展。


(二)推進交通基礎設施網與運輸服務網、信息網、能源網融合發展

推(tui)進交(jiao)(jiao)通(tong)(tong)(tong)基(ji)礎設(she)(she)(she)施(shi)網與(yu)信(xin)息網融合(he)發展。加強交(jiao)(jiao)通(tong)(tong)(tong)基(ji)礎設(she)(she)(she)施(shi)與(yu)信(xin)息基(ji)礎設(she)(she)(she)施(shi)統籌(chou)布局、協同建(jian)設(she)(she)(she),推(tui)動車聯網部署和應用,強化與(yu)新型基(ji)礎設(she)(she)(she)施(shi)建(jian)設(she)(she)(she)統籌(chou),加強載運工具(ju)、通(tong)(tong)(tong)信(xin)、智能(neng)交(jiao)(jiao)通(tong)(tong)(tong)、交(jiao)(jiao)通(tong)(tong)(tong)管理(li)相關標準跨(kua)行業協同。


推(tui)進(jin)交通(tong)基礎(chu)設(she)施網(wang)(wang)與(yu)(yu)能(neng)(neng)(neng)(neng)源(yuan)網(wang)(wang)融(rong)合(he)發(fa)展(zhan)。推(tui)進(jin)交通(tong)基礎(chu)設(she)施與(yu)(yu)能(neng)(neng)(neng)(neng)源(yuan)設(she)施統籌(chou)布局(ju)規劃(hua)建設(she),充(chong)分考慮煤炭(tan)、油氣、電(dian)力等各種(zhong)能(neng)(neng)(neng)(neng)源(yuan)輸送特點,強化交通(tong)與(yu)(yu)能(neng)(neng)(neng)(neng)源(yuan)基礎(chu)設(she)施共建共享,提高設(she)施利用效率,減少能(neng)(neng)(neng)(neng)源(yuan)資源(yuan)消耗(hao)。促進(jin)交通(tong)基礎(chu)設(she)施網(wang)(wang)與(yu)(yu)智能(neng)(neng)(neng)(neng)電(dian)網(wang)(wang)融(rong)合(he),適應新能(neng)(neng)(neng)(neng)源(yuan)發(fa)展(zhan)要(yao)求(qiu)。


(三)推進區域交通運輸協調發展

加快既有設(she)施(shi)(shi)智能化(hua)。利用(yong)新技(ji)術賦能交(jiao)通基(ji)礎設(she)施(shi)(shi)發展,加強既有交(jiao)通基(ji)礎設(she)施(shi)(shi)提(ti)(ti)質升級,提(ti)(ti)高設(she)施(shi)(shi)利用(yong)效率和服(fu)(fu)務(wu)水平(ping)。運(yun)用(yong)現代(dai)控(kong)制技(ji)術提(ti)(ti)升鐵(tie)路(lu)全(quan)路(lu)網(wang)列車(che)調(diao)度指(zhi)揮和運(yun)輸管(guan)理智能化(hua)水平(ping)。推動(dong)公路(lu)路(lu)網(wang)管(guan)理和出行(xing)信息(xi)服(fu)(fu)務(wu)智能化(hua),完善道路(lu)交(jiao)通監(jian)控(kong)設(she)備(bei)及配(pei)套網(wang)絡。加強內河高等級航道運(yun)行(xing)狀態(tai)在線(xian)監(jian)測(ce),推動(dong)船(chuan)岸協同、自動(dong)化(hua)碼頭和堆場發展。發展新一代(dai)空管(guan)系(xi)統,推進(jin)(jin)空中交(jiao)通服(fu)(fu)務(wu)、流量管(guan)理和空域管(guan)理智能化(hua),推進(jin)(jin)各方(fang)信息(xi)共享。推動(dong)智能網(wang)聯汽車(che)與(yu)智慧(hui)城(cheng)市(shi)(shi)協同發展,建設(she)城(cheng)市(shi)(shi)道路(lu)、建筑、公共設(she)施(shi)(shi)融合(he)感知體系(xi),打造基(ji)于城(cheng)市(shi)(shi)信息(xi)模型平(ping)臺、集城(cheng)市(shi)(shi)動(dong)態(tai)靜態(tai)數據于一體的智慧(hui)出行(xing)平(ping)臺。


(三)推進綠色發展和人文建設

深化(hua)交(jiao)通(tong)運輸(shu)(shu)(shu)行(xing)(xing)業(ye)改(gai)革。深化(hua)簡政(zheng)放(fang)(fang)權、放(fang)(fang)管結(jie)合(he)(he)、優化(hua)服(fu)務改(gai)革,持續優化(hua)營商(shang)環境,形成統一(yi)開放(fang)(fang)競爭(zheng)(zheng)有序的(de)交(jiao)通(tong)運輸(shu)(shu)(shu)市場。建(jian)(jian)立健全(quan)適(shi)應國家(jia)綜合(he)(he)立體(ti)(ti)(ti)交(jiao)通(tong)高質(zhi)量發展(zhan)的(de)體(ti)(ti)(ti)制機(ji)制,完(wan)善綜合(he)(he)交(jiao)通(tong)運輸(shu)(shu)(shu)發展(zhan)戰(zhan)略規(gui)劃(hua)政(zheng)策體(ti)(ti)(ti)系(xi)。推進鐵路行(xing)(xing)業(ye)競爭(zheng)(zheng)性環節市場化(hua)改(gai)革,深化(hua)國家(jia)空(kong)管體(ti)(ti)(ti)制改(gai)革,實現郵政(zheng)普遍服(fu)務業(ye)務與(yu)競爭(zheng)(zheng)性業(ye)務分業(ye)經營。完(wan)善交(jiao)通(tong)運輸(shu)(shu)(shu)與(yu)國土空(kong)間開發、城(cheng)鄉建(jian)(jian)設(she)、生態環境保護等政(zheng)策協(xie)商(shang)機(ji)制,推進多規(gui)融合(he)(he),提高政(zheng)策統一(yi)性、規(gui)則一(yi)致性和執行(xing)(xing)協(xie)同性。加快制定綜合(he)(he)交(jiao)通(tong)樞紐、多式聯(lian)運、新(xin)業(ye)態新(xin)模式等標準(zhun)規(gui)范,加強(qiang)不(bu)同運輸(shu)(shu)(shu)方式標準(zhun)統籌協(xie)調,構(gou)建(jian)(jian)符合(he)(he)高質(zhi)量發展(zhan)的(de)標準(zhun)體(ti)(ti)(ti)系(xi)。加強(qiang)交(jiao)通(tong)國際(ji)交(jiao)流(liu)合(he)(he)作(zuo),積極參與(yu)國際(ji)交(jiao)通(tong)組(zu)織(zhi),推動(dong)標準(zhun)國際(ji)互認(ren),提升中國標準(zhun)的(de)國際(ji)化(hua)水平。以大數據、信(xin)用信(xin)息共(gong)享為基礎,構(gou)建(jian)(jian)綜合(he)(he)交(jiao)通(tong)運輸(shu)(shu)(shu)新(xin)型治理(li)機(ji)制。

加強(qiang)交通運(yun)輸人才隊伍(wu)(wu)建(jian)設。優(you)化人才隊伍(wu)(wu)結構(gou),加強(qiang)跨學(xue)科科研(yan)隊伍(wu)(wu)建(jian)設,造就(jiu)一批有影(ying)響力的交通科技領軍人才和(he)(he)創新團隊。弘揚勞模精神、工匠(jiang)精神,完善人才引進、培(pei)養(yang)、使用、評價(jia)、流(liu)動、激勵體制機制和(he)(he)以社會主(zhu)義核心價(jia)值觀引領行(xing)業文化建(jian)設的治理機制。加強(qiang)創新型、應用型、技能型人才培(pei)養(yang),建(jian)設忠誠干凈(jing)擔(dan)當的高(gao)素質干部(bu)隊伍(wu)(wu),造就(jiu)一支素質優(you)良的勞動者(zhe)大軍。


六、保障措施


(一)加強黨的領導

加強本(ben)規(gui)劃(hua)綱要(yao)實施組(zu)織保障體系(xi)建(jian)設(she),建(jian)立健(jian)全實施協調推進機制,強化部門協同(tong)和上下(xia)聯動,推動各類交通(tong)基礎(chu)設(she)施統(tong)籌規(gui)劃(hua)、協同(tong)建(jian)設(she)。財(cai)(cai)政(zheng)(zheng)、自然資源、住(zhu)房(fang)城鄉建(jian)設(she)、生態環境等(deng)部門要(yao)細化完善(shan)財(cai)(cai)政(zheng)(zheng)、用地、用海、城鄉建(jian)設(she)、環保等(deng)配套政(zheng)(zheng)策及標準規(gui)范。健(jian)全本(ben)規(gui)劃(hua)綱要(yao)與各類各級規(gui)劃(hua)銜接機制。


(三)加強資源支撐

加強國(guo)家綜合立體(ti)交(jiao)通網(wang)規(gui)(gui)劃項目土(tu)(tu)地(di)等資源供(gong)給(gei),規(gui)(gui)劃、建設過程(cheng)嚴格用(yong)(yong)地(di)控制,突出立體(ti)、集(ji)約、節約思維,提(ti)高交(jiao)通用(yong)(yong)地(di)復(fu)合程(cheng)度(du),盤活閑置交(jiao)通用(yong)(yong)地(di)資源,完(wan)善公共交(jiao)通引導(dao)土(tu)(tu)地(di)開發的相關政策(ce)。建立國(guo)土(tu)(tu)空間(jian)規(gui)(gui)劃等相關規(gui)(gui)劃與交(jiao)通規(gui)(gui)劃協調機制和動態調整管理政策(ce)。


(四)加強資金保障

建(jian)立完(wan)善與交(jiao)(jiao)(jiao)通運(yun)輸發(fa)展(zhan)(zhan)階段特(te)征(zheng)相(xiang)適應的(de)(de)(de)資(zi)金保(bao)障制度(du),落實中央與地方在交(jiao)(jiao)(jiao)通運(yun)輸領域(yu)的(de)(de)(de)財政事權和(he)支出責(ze)任,確保(bao)各(ge)交(jiao)(jiao)(jiao)通專項(xiang)(xiang)資(zi)金支持交(jiao)(jiao)(jiao)通發(fa)展(zhan)(zhan)。創新投(tou)融資(zi)政策(ce),健全(quan)與項(xiang)(xiang)目資(zi)金需求(qiu)和(he)期(qi)限相(xiang)匹配(pei)的(de)(de)(de)長期(qi)資(zi)金籌措渠(qu)道(dao)。構(gou)建(jian)形成(cheng)效益增長與風(feng)險(xian)防控可持續發(fa)展(zhan)(zhan)的(de)(de)(de)投(tou)資(zi)機制,防范化解債(zhai)務(wu)風(feng)險(xian)。健全(quan)公益性(xing)基(ji)礎設(she)施建(jian)設(she)運(yun)營支持政策(ce)體系(xi),加(jia)大(da)對欠(qian)發(fa)達地區(qu)和(he)邊境地區(qu)支持力度(du)。進一步調整完(wan)善支持郵(you)政、水運(yun)等發(fa)展(zhan)(zhan)的(de)(de)(de)資(zi)金政策(ce)。支持各(ge)類金融機構(gou)依法合規為市場化運(yun)作的(de)(de)(de)交(jiao)(jiao)(jiao)通發(fa)展(zhan)(zhan)提供融資(zi),引(yin)導社會資(zi)本(ben)積極參(can)與交(jiao)(jiao)(jiao)通基(ji)礎設(she)施建(jian)設(she)。
